Reload, wind down, wind up and cool down

This mostly effect the tank and anti -tank guns in the game. Note that in the 75mm_marder page its reload time is listed as being 4 second, but the actual time between firing is a bit longer than just 4 seconds.


Addition time is also added for cool down, wind up, and wind down as well, adding to the time a unit have to wait between firing.


In the 75mm marder's case, there's an additional 1 second due to cooldown and another additional second due to wind down. This add up to a 6 second interval between each time the 75mm_marder fire.


This varied from unit to unit. The sherman is not affected by cool down, wind up, or wind doom, so the actual delay in between shots is the same as the 6 seconds reload list. On the other extreme the 37mm stuart have a 3 wind down on top of its reload time of 6.5-5 seconds, so the actual delay in between shots is 9.5-8 seconds.
